Held in the run up of the Paris Forum, this event, co-organised by New York University, Princeton Sovereign Finance Lab and the Finance for Development Lab, aimed to broaden the lens to consider the fuller life cycle of development finance. We aim to advance the conversation on financing options for emerging and frontier markets, in the short as well as medium term.
Panel 1: Reforming the Low Income Country Debt Sustainability Framework
Panel 1 discussed the central issues associated with the World Bank/IMF’s Debt Sustainability Framework for Lower Income Countries, which is currently under reform. Topics addressed include whether the DSA functions as an effective risk model, how to include climate financing concerns in assessing debt sustainability and the geopolitical and domestic politics that might influence sustainability assessments.
Panel 2: Financing Development
Panel 2 explored the contemporary financing challenges facing developing countries. A volatile and uncertain global macroeconomic environment, coupled with a reduction in official development assistance and a fragmented geopolitical landscape, create new challenges. These come at a time when many countries already have significant debt and debt servicing burdens. Speakers addressed issues of debt sustainability, debt transparency, the effects of reductions in development assistance, and tapping alternative sources of finance, especially in the private sector.
