Welcoming Abdoulaye Ndiaye as Non-Resident Fellow

The Finance for Development Lab welcomes Abdoulaye Ndiaye as a Non-Resident Fellow.

We are pleased to announce that Abdoulaye Ndiaye, an Assistant Professor of Economics at New York University's Leonard N. Stern School of Business, has joined us. Abdoulaye is a prominent researcher in macroeconomics, public economics, and development, combining theory and empirical studies to explore taxation, social insurance, state capacity, and public policy under real-world constraints.

At FDL, he will bring frontier research in international macroeconomics and public finance into practical sovereign debt policy. His appointment builds on an existing collaboration with FDL, including his contribution to the January 2026 Policy Paper on Senegal’s debt crisis.

His insights will enrich ongoing policy debates, linking debt issues with essential progress on revenues mobilization and investment for growth, especially concerning African economies," said Martin Kessler, FDL Executive Director.

I will focus on reforming debt sustainability analysis to better account for the quality of public spending, elevating domestic resource mobilization as a complement to sovereign borrowing and a core pillar of debt sustainability, and address sovereign debt challenges across African economies,” Abdoulaye Ndiaye.

As a non-resident fellow, Abdoulaye will focus on three main areas.

First, he will contribute to efforts to enhance debt sustainability analysis by integrating the quality and returns of public spending and investment into current frameworks. This is intended to improve assessment methods and guide international financial reforms.

Second, he will emphasize the importance of domestic resource mobilization as a fundamental element of debt sustainability. Using recent research, he will support integrating tax capacity and public finance considerations into the sovereign debt framework.

Third, he will work on policy analysis related to sovereign debt issues in African economies, producing reports and engaging in discussions about debt distress, fiscal limits, and creditor coordination.

Through policy notes, analytical insights, and collaboration with policymakers and global institutions, Abdoulaye will help bridge academic research and practical development finance solutions.

Abdoulaye Ndiaye is an assistant professor of economics at New York University,  Leonard N. Stern School of Business. He is affiliated with several research networks, including CEPR and CESifo. His work focuses on macroeconomics, public economics, development, and political economy, and has been published in leading academic journals. In addition to academia, Ndiaye engages in influential policy work, having served as a Senior Advisor to Senegal’s Minister of the Economy, Planning and Cooperation and worked as a research economist at the Federal Reserve Bank of Chicago. His research and public service have received significant recognition, including a shortlist for the inaugural 2026 NextGen Economist Prize—for the top African economist under the age of 40—, the 2026 Yuki Arai Research Prize in Finance, and various research grants. Ndiaye earned his PhD in Economics from Northwestern University, holds a Diplôme d’Ingénieur in Economics from École Polytechnique in Paris, and a BSc in Mathematics MP* from Lycée Louis-le-Grand.
